is it possible in VB code to have a comment box and text contained in it
enlarge when
hover over or clicked

There is no "zoom comment" feature in Excel. You'd have to make it larger
(size of box and Font size) manually or by macro. Then it would
subsequently be larger when moused-over or edited.
