Comments that aren't Comments

I am trying to put in a worksheet, those things that look
like comments but instantly show up when the cell is
highlighted. Whatever the name of this function is, it
puts a purple triangle in the upper left hand corner,
whereas a comment uses red.

Any help or suggestion anyone could provide would be great.

Data > Validation, select the Input Message tab.

From my perspective as a user of Excel workbooks other people have designed,
these are often far more annoying than useful. If you believe you need more than
3 of these in any screen, what you should do is redesign your screen.
