comments moving away from cell

We have a shared worksheet in which comments are placed.
Rows are constantly being added and the comments have
moved away from the referenced cell. I'm trying to change
the format of the coment to move with cell. it appears to
accept the change in the dialogue box but the cell still
moves away from the cell when new lines are added. Can any
one please help? is there a way to reset the format of the
other installed comments so that they remain with the cell?
