Comments in a Document - Balloons are not showing

I'm using Microsoft XP and am trying to insert comments into a text, but the balloons are not showing up in the body of the document. All I have are comments at the end of the document. I've read through some of the discussions but I can not find a place where there is an options menu for formatting balloons or bubbles and where they should be located.
 
Tools > options > track changes > use balloons always.
The balloons will be difficult to miss :)

I'm at a business center and I've just realized that this computer is using Microsoft Word 2000 not XP. I've gone to Tools>Options>Track Changes and the I don't see a balloons option to click. I see inserted text, deleted text, changed formatting and changed lines. Help?!
 
The balloons were introduced in Word 2002.

I have the same problem, but in Office 200 Professional. However the highlighting always showed until recently, and now only shows when I click on show/hide (which is no good, because I wouldn't do that unless I was looking for a comment). It needs to show in the base document so I know there is a comment there. Why would it only be recently that this is not showing? There is nothing in Tools > options > track changes about this
