Command Prompt Disabled

I'm the sole user of my laptop and after a recent
reinstallation of Windows XP Pro, every time I run the
command prompt I get a message on the screen saying
that "The Administrator has disabled the command prompt.
Press any key to continue". When you press a key the
window closes.

How can I enable access to the command prompt for all
users?
