I've got an old interactive command line program that i'd like to run
as a script ( the program prompts when its ready fro a new command) .

Try cygwin, it may have a TCL package, and it brings various UNIX/Linux tools
to Windows:

I use it as a complement to my Linux/FreeBSD 'shell accounts'.
