Someone told me about an XP file that runs only from the command line that
fixes any problems with xp including the registry. I run it once and it
asked for the XP CD. I forgot the file name. Any idea?

Do you mean "SFC" perhaps?

But be aware that there is no such thing as a program which literally
"fixes any problems with xp." It may fix some problems, but certainly
not all.

As a matter of fact, beware of *any* program that purports to be a
cure-all for any and all problems (and there are many third-party
examples of these). Such programs are not to be trusted, and are
usually much more likely to cause problems than to fix them.

What was the exact message you saw when you ran it?
