Command-line based audio editor

Hi.

Is there any command-line based audio editor?
i.e. something that allows me to delete parts of a file, add echo...
just with commands passed to it via the command-line?

The application would be for a batch file to make "samples" of MP3
files. I know how to pass the file names to a program, using 4DOS.
