Command Button Wizard (From Toolbox) now errors

I ran a "Detect and Repair" on a database. This brought
up the message that, "'Detect and Repair...' will
automatically find and fix errors in this application.
During this process you may be asked to provide the
installation source and/or exit open applications." I
left the box checked by "Restore my shortcuts while
repairing.

At the end of the process I received the message, "You
must restart your system for the configuration changes
made to Microsoft Office 2000 SR-1 Professional to take
effect. Click Yes to restart now or No if you plan to
manually restart later." I answered "Yes" to reboot my
machine.

Upon creating a new database, creating a new form in that
database and clicking on the Command Button Tool in the
Toolbox and drawing a Command Button on the form, I
receive the following error:

(Messagebox Title:) Command Button Wizard error
Compile error. in query expression 'AppLoadString
([bw_tblBtnActions].[Description])'

I've reapplied the Office SP3 Update and still receive the
error. Any ideas how to resolve this problem? I
appreciate the help !!!

FYI - Since I couldn't resolve the problem any other way I
decided to uninstall Office and then re-install it. After
doing this, the problem still exists for databases created
while the problem existed, but new databases created after
the new installation are fine. Because I only created a
single "test" database while the problem existed, this
fixes the problem for me. Objects could probably be
copied into a new database to fix this for folks out there
that have critical databases created while this problem
existed.
