ComboBox Controlling Other Controls

I have a combobox and the control has 15 other entries in the underlying
table. The two entries in the table below are supposed to control the
CheckBox Participating. The default for Participating is set to True.

In the combobox Clinical Decision Unit-1620 works properly when selected.
The Participation checkbox is false.

In the combobox Closed Access Unit-1694 does not work properly when
selected. It has no effect on the Participation checkbox.

Either of these entries need to have an effect on the Participatio checkbox.
Can you tell me what I am doing wrong.
