Combining scanned pages into one file

I scanned a 14 page type document. It is now in a file of 14 6-7KB HTML
files.
How can I combine these 14 pages into into one multi-page document?

Copy from the second page, paste at the end of the first page.
Copy from the third page, paste at the end of the first and second page.
etc.

I'm a bit surprised your scanner software doesnt have the option of
multipage scanning, seem to have it now. Try reading through your manuals.
