Combining Data

I have two separate files with similar but different data and I need to
combine them to a third. Since I need to make sure the Datat in collum A and
B of the two work books match to retunr the answer in workbook 3, I can't
wrap my head around how to do this. I put examples of the data below to make
this easier to understand. Help?

No one knows how to do this? Maybe I need to clarify more? Or is this
