combine bars and lines within on chart

Hi

I want to create a chart, with horizontal bars, that
indicate a kind of a bandwith, i.e. The bars should go
from a start value to an end value. This is possible in
Excel, with the so called "floating bars". So far so good.
But additionally i want to draw a line or a point, that
indicate a special value within the bandwith-bar.

So as input data i have three columns: Bandwith from,
Bandwith to, Value.
The bars should go from "Bandwith from" to "Bandwith to",
and the line should be drawn at "Value".
