column width

I am having problem with the column witdh. I have two drawing border table on below each one with 5 rows, 5 columns and 3 rows and 6 columns but this two table have difference header some long and some short. If I adjust the top on drawing border table it will make the below drawing table have the same length on the top one. My question is, are there any solution for this kind of problem?

You advise and you suggestion are very appreciate.
