Colour formatting rows having dates in a particular Column

Please, is there a way that one can have a whole Row highlighted when a Cell
(with a date) is filled in? I have various situations where I need to have
the Rows highlighted (for example: 1. When a Contract is signed (Green), 2.
When a Report is received (Blue), 3. When an invoice is paid (Yellow).
