Windows 2000 used to have 256 colors, but since reloaded
only shows 16 colors, and so I cannot view photos. How
can I get back to 256 when no such option shows in display
settings?

You have to install the drivers for your video card. You should have a CD
with them. Either that, or go to the video card manufacturer's website and
locate drivers for Windows 2000 and your video card.

Reinstall the video card drivers. Under Win2K you should have 16million colours not 256 or
16.
