I have lost the ability to change the color of fonts and backgrounds in all
Windows applications. I can still see the color pallet, and I can still
select the colors, but it doesn't affect the display. How do I fix this?

Start > Settings > Control Panel > Accessibility Options > Display > clear
high contrast
