I use FP 2002. My hyperlinks automatically show up as blue, underlined text.
Trouble is, the "blue" is a rather pale blue and not easily discernible

How can I change the blue to a more intensive blue?

I built this web several years ago and probably forgot what I did.

I cannot find "Page Properties / Background", as suggested. There is only
"Background Sound" on the "Properties General" tab.

Right click anywhere on your page.

No wonder I could not find the Background: I am using Themes and FP tells me
that I have to delete my theme before I can make changes to the background.

I guess I will have to overwrite the blue hyperlinks with a darker blue from
the font palette.

You can change the color of hyperlinks by clicking the "Style" button in
the hyperlink's dialogue box. I believe the setting is called "foreground
color".
