Color imterpretation problem.

I have used a program( the Logo Creator) to create a 4x6 mini flyer with a
neon green background(using Hex codes), but when I export to a .jpg the
resulting image color looks like a darker mossy green. I have been round
and round with individuals at the software site forum, and even sent the
file to them, when they open it it looks the same. It leads me to believe
there is a problem with SOMETHING that interprets color in my machine. IS
there anything I should look at first?
I am running and AMD 64 bit processor with a gig of ram and an ATI based
256meg 9600XT with the latest drivers.

here is an example...the top half is the color is see as I design, then I
export, open with MS picture viewer or paint or picassa..and I see what is
present in the bottom.

This happens when I export to CYMK. but not when CYMK is not used.

Because the gamuts r different - color that can be expresed
in RGB r much greater than those that can be expressed in
CYMK. ie prints never have range of colors of slides.

You can get close by using profiles in Color Management
System in APS. Adobe has decent explanations.

This is odd, at the suggestion of a friend I installed IrFanVIew and opened
the files using it and the colors did not change in the images, yet still if
i "open wirh" MS pictureviewer or picassa or paint the images still open
with different tones.
I just wonder if something within my system has gone array.

It may use CMS. Windows does not. APS does.
It's a bag of snakes :)
