Color and Appearance

I have chosen 'frost' for my color in the color and appearance section, but
when I maximize my windows the tops become black, as does the sidebar and
taskbar.
is there some way to make them stay white/clear?

That's by design. The only way to get what you want
is to drag the windows' borders until they fill the screen.
