CNAME records not being automatically generated under _msdcs

When I promote a new DC to join the existing domain, a CNAME record does not
get created under the _msdcs folder in DNS on the primary server. When I try
to force replication, I get the error that the naming context is in the
process of being removed... The error in the event log is NTDS KCC 1265.
When I run dcdiag I see the it <SVRNAME> failed test kccevent.

If I manually add the record replication occurs fine, but it seems like I
shouldn't have add this record manually. Anyone have an idea why the record
is not getting created? Is it normal to have to create it manually?

no... it should be created automatically by the netlogon service of the
registering dc...

things to check:
* is dynamic dns registering working for other records?
* is the zone enabled for ddns updates?
* is the dc pointing to the correct dns server?
