cmd, regedit, msconfig, etc are not started through Start/Run

There was found out NewDotNet and WinTools on a computer. After removal of
this muck and full capacity of work restoration (by means of instructions
and the utilities from Internet) there is one trouble on the computer: cmd,
regedit, msconfig, etc are not started through Start/Run. But all of them
are started if to click corresponding exe in a file manager. First there was
a message " The system file is not suitable for running MS-DOS... ". I have
found absence of AUTOEXEC.NT and have put it on its place. All remains as
before, but the message became another: " The NTVDM CPU has encountered an
illegal instruction... ". How can I abolish this defect? (WinXp+SP2, avast!)

The instruction

help. It in general seems to me strange - it is offered to repeat the same
if it has not turned out from the first time.

You probably have some malware programs on your PC,
e.g. cmd.com, regedit.com, msconfig.com. Find out where
they are (probably in c:\Windows), then put all of them
into a "Junk" folder! This will enable the real programs
(cmd.exe, regedit.exe, msconfig.exe) to run.

After cleaning up this mess you should review your
computing habits and what exactly you download from
the Internet.
