cmd.exe not working

When a non-admin user logs on to a user's laptop, an error message stating that cmd.exe failed to initialize properly comes up. When an admin logs in to that laptop, the error message does not come up at startup, but if the user tries to run cmd.exe at the "run" line, the same error message comes up then. How can I alleviate this problem?
