Closing Network Ports

Telnet is a service - part of your operating system infrastructure. You
can and should disable it. Acting as Administrator, go to Admin tools
(right click my computer and select "manage"). Open "services" and find
"Telnet". Double click it and select "disable" then "apply". If you
want to stop it immediately select "stop". Done.

There are many other services that should be stopped and disabled in the
same fashion. Go here for some advice and explanation:

Find your operating system on the left, click on it. There's a lot of
explanation there about how to "harden" Windows operating systems. Just
have your cautious hat on when you are editing the registry.

"Ping" is an executable in the Windows subdirectory of your machine.
Better to keep it. The "pings" you are worried about come from "out
there" - you don't want to respond to them. The answer there is a
properly functioning firewall. There are free ones (Zonealarm etc) that
are *software*. Personally I recommend a hardware router - Linksys
Cable/DSL router (cost approx $50) will keep you safe.
