ClipArt and Encarta not connected, how do I connect it?

Trying to get the Encarta dictionary and clip art to work. It say I'm not
connected. How do I connect?
 
Open help, scroll down to "See Also", click online content settings, check your
options.
 
Checked that already. Everything is like it should be, but I'm still having
trouble with Encarta. Got clip art to work, though.
