Hi Chuck,

After a clickonce application requiring installation is published to a
deployment location, such as a web server, end users can download and
install the application by clicking an icon representing the deployment
manifest file(using IE). Then the application is add to the user's Start
menu and to the Add/Remove Programs group in the Control Panel. The item
added into the user's Start menu is just the shutcut file with the
extension .AppRef-MS.

That's to say, after the application is installed, the shortcut file is
generated automatically. You can use this method to generate the shortcut
file and put it to the web server for FireFox users.
