Clicking on "Empty The Recyle Bin" doesn't work

After opening the recyle bin and under "Recyle Bin Task", when I click on "Empty The Recyle Bin" the mouse hand symbol flickers once but nothing happens. I must manually select all of the files and use the delete key. Does anyone have an idea how to fix this? Thanks for your help!

Rich, thanks for your reply. I checked on Kelly's website under recyle and didn't find the trouble I am having. Did I misunderstand what you are telling me to do?
