Clicking on a minimised window on taskbar does not always restore window

Anybody knows what causes this and how can it be fixed? Most of the
time it doesn't happen, but when it does it's very annoying.

It happens when there is another window maximized and I click on some
other on the taskbar, it doesn't get restored, I have to minimize the
others first, it's like the maximized window is always on top.

I am not if you have applied the Service Pack 2 for Windows XP. If not, I
will suggest you first apply the SP2 for Windows XP to see if it can help.

If the problem persists, I also suggest we restart the computer in Safe
Mode to see if the problem also occurs in this mode. Safe Mode loads a
minimally protected-mode configuration, disabling Windows device drivers
and using the standard VGA display adapter.

1. Restart the computer.
2. Keep pressing F8 key until the Windows Startup menu appears.
3. Choose the Safe Mode, and press Enter.

Note: Some third party applications and some hardware device cannot be used
during Safe Mode. You will temporarily be unable to connect to the Internet
temporarily while in Safe Mode.

In addition, if the issue always occurs on a specific program, this issue
may be caused by this specific program.
