click web link in email,want new explorer window not one in use

When I click on a web link in an email, I'd like Microsoft to open a new
explorer window not use an exsiting one. That way I don't have to set up
what I had on that explorer window before I clicked on the web link. Is
there anyway to have it open a brand new explorer window pop up with the
weblink on it?

Not an Outlook issue but an IE one.

Tools->Internet options->Advanced. Under browsing, uncheck the option to
reuse windows for opening shortcuts.
