How do I create a transparent form which allow me to click icon behind the
transparent form on desktop.

Do you actually mean transparent, or do you mean translucent?

Assign a 'Region' object representing the opaque area of the form to the
form's 'Region' property at runtime. Clicking the transparent area will
affect the underlying window.
