cli.exe - Application Error

When my system restarts, I get error messages about cli.exe saying "The
application failed to initialize properly (0x0000135). Click on OK to
terminate the application." What can be done about this. Is this cli.exe a
microsoft application? I checked their FAQs and nothing came back about it.
What uses cli.exe?

Its the ATI Catalyst driver for ATI graphics adapters. You may have a
corrupt file(s) that is failing to initialize when called.

A good resource to use, when trying to find out what a file is or what
application it's associated with, is a Google search:

Bingo! Discussions with ATI resulted in my having to install ".NET"
software. It's generated some other issues but it eliminated the cli.exe
problems on startup!

The mention of ATI alerted me. Control Panel / System tells me a I
have a "Radeon 9800 Pro" *and* a "Radeon 9800 Pro Secondary" in the
display adapters.
Sorry to be so thick, but how do I check what version of Net I have
and where do I get any update?
TIA.
