cli.exe - Application Error

Always when I start my computer I receive te following error message:
The application failed to initialize properly (oxc0000135). Click OK to
terminate the application.

If I click Ok I can use my computer with no problem, but I want to know what
kind of program is cli.exe and how to correct it in order to initialize
properly.

It is associated with ATI Catalyst type video cards and their associated software.
