Yes, cleartype is enabled by default in Vista. If you have a CRT
monitor you can disable the setting in the properties for display.
Right-click the desktop, Personalize, Window Colour and Appearance,
click the line at the bottom "Open classic appearance properties...",
Effects button, then turn off cleartype.

If you have an LCD monitor, you can fine-tune the cleartype with a
utility:
