"ClassFactory cannot supply requested class"

I am having problems with my Windows logon screen. I try to set the User
account to log on with the Windows logon, but it gives me the error above
every time I enter the 'Change the way users log on and off' option in User
Maintenance. It gives me the same error even if I try to access any of the
"Learn more..." options in the same window.

After the screen saver, windows comes back with the Classic logon window.

The problem goes away in Safe mode. I've searched MS Knowledge Base library
but have not found anything. I tried to copy again the MSGINA.DLL into the
SYSTEM32 folder but it won't let me, given that the file is in use.

Any ideas?

Some additional details.

Both checkmarks are off (Windows logon and Fast switch). Even if I check
them and click on 'Apply Options', windows does not keep it.

In the initial Windows logon screen--right after boot up-- the space for
entering the password is already open even without selecting the user. If I
log off the same thing happens. I have to click someplace else to close the
password entry space.
