I checked a working Windows 2000 professional machine, and the driver is
provided by Microsoft, and named USBSTOR.SYS.

How's come the XP embedded show me the warning saying it can not find it.
When I import the devices.pmq

When importing the PMQ, we look for components that have the PnPID for
the device listed. While the driver file may be included, we can't find
it because the PnPID for the device isn't in the DB.

You can always add the component manually, but without the PnPID, it
probably won't enumerate properly without adding the device INF as well.
