CHM files

I have downloaded an e-book in the format of CHM file. When I open it it
gives me the warning that the publisher is unknown, and after that it gives
me an error on the page saying (The Page can't be displayed).

This was happening before for the CHM files on the network because of a
security update and I solved this. But this file is a local one?

Do any one have a solution.

Have a look at this article in the Microsoft Knowledge Base:

In other words, the same security update that blocks access to the
contents of .chm files on network drives also blocks downloaded .chm
files -- but the workarounds are different in each case.
