That's a pretty broad question - considering you did not state what you are
trying to lock out..

Do you not want the child on the computer at all?
Do you want to limit what they can see/use?
Do you want to limit how they can access the Internet?
Do you want to limit what they can do on the Internet?
Do you want them to have their own look and feel?

You need to be more specific about your needs.
