Checking Firewall programmatically

How can I tell from a C++ program whether XP firewall is on? How can I
start and stop it programmatically?

There seems to be more to it than just turning the SharedAccess service on
and off. Where are the configuration data for the SharedAccess service that
tell it to include Intrusion Protection?
