Check mail, THEN send

One of my e-mail accounts requires validation by receiving mail before any
messages are sent from it, something Outlook, OE and Windows Mail do not
naturally do.

Am I stuck to have to remember to specifically choose Receive All from the
menu instead of clicking Send/Receive, or is there a way to make Windows
Mail, as I have on this Vista system, receive (check for) mail first, then
send?

The 'receive before send' method of authentication is pretty much
obsolete, so I'd be surprised to see any modern email client still
supporting it.
