Charting in reports

Dear Experts,

I have a report based on a parameter query which requires
the user to enter a year. I am trying to display this data
as a chart as well on the report. I am running into
trouble at this point. I can see the chart in the wizard
preview working but it doesn't come off in the report
itself. It also prompts me for the parameter value
repeatedly before it opens and then still doesn't work.
What am I missing?

First step is to remove the parameter prompt from the report and replace it
with a reference to a control on a form. For other chart assistance on
