Changing time zones without changing appointment times

In Outlook, all of one's appointment times change if you
change the time zone. God knows why - appointment times
are always fixed and do not change if you move from
London to New York, say. The way around this according to
Microsoft knowledge base is to export all appointments,
delete all appointments, change the time zone, reimport
the appointments. Since most people who travel regularly
change time zones 4 or more times a week this is
absolutely absurd. In any case why on earth does anyone
want the appointment times to change when the time zone
changes - sheer lunacy. Any ideas anyone?

One built-in feature to deal with this is to display two time zones -- your
"home" zone and the zone for your current location. Another is not to change
the time zone on the PC at all when you travel.
