changing the registry permissions

We want to change the registry permission in the polivy so
that user will have right to edit the lokal_machine
settings. We gave everybody write rights but it doesn't
seem to work. does anyone have any idea what can be wrong
or may conflict with this setting?
 
that sounds like a bad idea: are you trying to turn NT into 9.x?

If you go ahead with your plan then you will end up with computers not
working on a daily basis as users will mess them up.
