Log into an account with administrative access. If you made a mistake
and now only have limited user accounts, log into the built-in
Administrator account. To do this, boot the computer into Safe Mode. Do
this by repeatedly tapping the F8 key as the computer is starting up.
This will get you to the right menu. Navigate using your Up arrow key;
the mouse will not work here. Once in Safe Mode, you will see the
normally hidden Administrator account. The default password is a blank.
Now go to the User Accounts applet in Control Panel and change your user
accounts to how you want them.
Thankyou for your reply although once I get into the safe mode. My name comes
up as the user prompting me for my password and unfortunately I can't type in
the field and when I hit enter nothing happens the cursor just keep blinking
in the password field.

What do you mean by your name "comes up"? Why can't you type in the user
field? Is your keyboard working properly? It sounds as if it isn't. If
you are using some sort of fancy keyboard, try a plain vanilla ps/2
one.
The screen displays that i am in the safe mode but then the username and
signon pops up in the middle of the screen and when I press enter or even try
to do anything the keyboard doesn't work. Although when I log into the
computer without being in the safe mode the keyboard and the mouse work fine.
I have the standard dell keyboard that came with the computer when purchased.

Then your keyboard is not working. Try a different one or have a
knowledgeable friend (someone who is *really* knowledgeable and not
someone who just *says* he is) or professional take a look for you.
