Changing the Background color

Create a new workbook, with the number of sheets, options, and
formatting (including background color) you want, and save the file *as
a Template* in your XLStart directory with the name "Book1.xlt").

if you're using a Mac, save the file as a template in the Microsoft
Office N:Office:Startup:Excel folder with the name "Workbook" (no
quotes, no extension).

And to add to J.E.'s post.

If you create another template and save it in the same location as book.xlt, but
save it as Sheet.xlt, then excel will use that when you insert a sheet into an
existing workbook.

Not so sure that is clear, you need both book.xlt and sheet.xlt
book.xlt for new workbooks
sheet.xlt for new worksheets, adding to existing workbooks
