How do I change colors of the subject headings of email I receive in
Outlook?
I have one message in my Inbox I received as Forwarded from another
email address. In the Outlook Inbox it is Red. I can not seem to
duplicate this in my Inbox Rules.
How do I find why Outlook turned this email to red and how do I create a
rule to duplicate this?

Either you have an Organize rule doing this or the message was sent with
High importance. See this:

Using the "Follow Up Flag" with a reminder set will set the mail header red
when you send the mail.
