changing password - old pw expired - new one is not accepted

on my Toshiba TECRA 9000 laptop with Windows 2000 Pro the
old password expired and when I try to change to a new
one I receive this message:

"new pasword must be at least 0 characters long and must
contain capitals, numeral and puntuation? insert the
correct password.

It does not matter what I enter I receive the same
message. Has anyone encountered this problem with expired
password?

What happens if, as a test, you enter a password of: "A1!"

Then you've entered a password longer than 0 characters that contains
capitals, numeral and punctuation. If that works, devise a new password
that includes all of those elements.
