Changing other administrators passwords

Recently I set up 2 different administrators on Windows
XP. I discovered that from administrator account number 1
I could change the password of administrator account
number 2 without having to enter the original password.

This would enable a single administrator account to lock
out other administrators at will.

Why did I have 2 administrator accounts? I had to install
some educational software on my machine for my daughter
who is home schooling. The software will not run on a
limited account as it tries to access/write to restricted
folders.

Beware having multiple administrators on one machine until
Microsoft addresses this issue.

I am posting this message to the newsgroup after trying to
contact Microsoft directly. Unfortunately their methods of
providing feedback are limited.

This is the fix to allow limited users to run the older applications:

As far as Administrators having the ability to change another
Administrator password, that is not an issue.
Administrators by definition can do anything.
If you do not want a profile to be all powerful, make them a Limited
User.
Any Administrator can do and undo anything any other Administrator can
do.
