Changing mapping of keys

I am wondering whether it is possible to change the mapping of certain keys on the keyboard so that they can be used to access special characters. I am using a standard US keyboard, but needs to access characters of another language.
I have already changed they keyboard setting to the needed language. However, there are simply fewer keys on the US keyboard, so that some characters are not represented by a physical key. Now, as some of these characters are used very much, I would like to assign them to keys, that are used for characters seldomly used
Is this possible?

Use the US International Keyboard that has key sequences for other languages.
