Is it possible to change the default proxy settings of InternetExplorer through a command line parameter?

Assigning a different proxy setting could be achieved by a command line parameter.
A start of IntExplorer could be similar to

iexplorer.exe /useproxy=127.0.0.1:3456

Is this possible ?

Alternatively which Registry setting do I have to change so that IntExplorer
uses the new proxy settings?

Is a IE restart required if I change the proxy settings (in Registry)?
