changing default priority of programs

Is there any way to change the default priority of
programs? Specifically looking at explorer.exe, which for
one machine is defaulting to AboveNormal every time the
computer is rebooted. Similarly, does anyone know if
there is a way to set the default affinity for programs
that are loaded when the computer boots?

Programs start with a normal process priority. Only a program starting another or a program meddling with another can change Priority.

Click Start - Turn Off Computer - Ctrl + Alt + Shift + Close (or Cancel) button. Press Ctrl + Alt + Delete, File - Run - type Explorer

Does this habe normal priority.
